There are 3 main goals when it comes to Facebook advertising, or any form of advertising. The first one is to reach.

If your campaign is underspending, push the bid strategy to move it. The whole idea of advertising is not to save money, but to spend effectively. Without constantly and consistently reaching out to the right audience, you’re not doing the campaign its justice.
